Abstract: TB DIAH has developed the Data-to-Action Continuum (D2AC), a maturity model and toolkit that assesses a country's NTP’s capacity for evidence-based decision-making. Drawing inspiration from health information systems (HIS) maturity models, such as the USAID-funded MEASURE Evaluation project's HIS Stages of Continuous Improvement Toolkit, D2AC supports optimal demand and analysis of TB data, informs performance management, and guides interventions and policies for national governments, ministries of health, NTPs, USAID, and other stakeholders. The D2AC Toolkit's development involved a review of literature, a phased review by the D2AC Advisory Group, and documentation through detailed journal articles on the systematic review and toolkit validation process.

The purpose of this User Guide is to provide guidance and assistance to individuals and teams utilizing the D2AC online toolkit, which is available in English and French. The aim is to aid both implementation facilitators and participants in proficiently navigating and utilizing the various features and functionalities embedded within the toolkit.
