Monitoring and Evaluation of Tuberculosis Programs
Abstract: This collection contains the course modules, handouts and other training materials from several regional workshops on Monitoring and Evaluation (M&E) of Tuberculosis Programs. Each workshop provided an overview of monitoring and evaluation for national tuberculosis programs with an emphasis on selection of indicators from the Compendium of Indicators for Monitoring and Evaluation of National TB Programs. The end product of each workshop was a draft monitoring and evaluation plan for national level directors to take back to their programs for further elaboration and implementation.
Workshop sessions covered the following topics: Fundamentals of M&E; Conceptual Frameworks; Data and Information Systems, including a review of data quality issues; Indicator Selection; M&E Plans; and Comprehensive M&E Systems.
After completing one of the courses, participants are able to: explain the principles of M&E for effective TB programming; identify decisions that can be informed by M&E information; construct logic frameworks to guide M&E efforts aimed at measuring progress towards goals and the contribution of specific activities to goals; develop realistic and targeted goals and objectives for M&E of TB programs; select appropriate indicators for TB programs; use MEASURE Evaluation’s Compendium of Indicators for Tuberculosis Programs as a resource; use existing or new data to operationalize selected indicators; and develop an M&E plan.
The courses are comprised of PowerPoint slides, course handouts, case studies, and group activities, developed by MEASURE Evaluation in collaboration with local partners in each country. Thanks to other contributors for their help and guidance, both within MEASURE Evaluation and outside experts, too numerous to mention here.
